Bilhorod-Dnistrovskyi to become a transport and logistics centre for ports of Reni, Izmail and Ust-Dunaysk

Bilhorod-Dnistrovskyi, Ukraine (PortSEurope) April 15, 2022 - Until the re-opening of the Black Sea for shipping Ukraine’s Bilhorod-Dnistrovskyi Commercial Sea Port will function as a transport and logistics centre (TLC). The port located in a close proximity (120-200 km) to the country’s three operating ports on the Danube River - Izmail, Reni and Ust-Danube (Ust-Dunaysk), Bilhorod-Dnistrovskyi (Belgorod-Dnestrovsky) port is located on the northwestern shore of Black Sea at Dniester River estuary, to the south-west of Odessa. The TLC is a customs territory with a full range of cargo handling services - open cargo warehouses with an area of 180,000 m² and covered cargo warehouses with an area of 125,000 m². It also has grain warehouses, an extensive system of railway tracks with the ability to accommodate 60 wagons in standby mode, ramps for railway cars, space for 200 vehicles. All these are facilities that are not sufficiently developed in the Danube ports. Ukrainian grains and metals exporters, faced with a total Russian blockade of all country’s Black and Azov Seas ports, have resorted to railway and Danube River for cargo transport. Ukraine’s Danube ports of Reni, Izmail and Ust-Dunaysk are now taking over the shipments that were previously sent via the Black Sea port of Kherson which is controlled by Russian occupying army. The Danube flows through Ukraine, Romania, Moldova, Bulgaria, Serbia, Croatia, Hungary, Slovakia, Austria, Germany, offering Ukrainian cargo a direct link to European Union (EU) markets. Ukraine now guarantees insurance payments to cargo vessels that might be damaged in hostilities on its stretch of the Danube River. Railways Prior to the Russian invasion in Ukraine that started on February 24, more than 95% of Ukrainian grains export was via the Black and Azov Sea ports. The railways were used for 11% of all Ukrainian exports. The river ports handled 10%. Now Ukrainian exports go to the EU countries through 11 railway crossings on the borders with Poland, Hungary, Moldova, Romania, and Slovakia, as well as the river ports of the Danube region: Izmail, Reni, Ust-Dunaysk. Exports are via the railway terminals Uzhgorod, Chop and Izov. Ukraine became a landlocked country after Russia blocked the Azov Sea and closed all its Black Sea ports after its invasion in Ukraine started on February 24. It is one of the world’s biggest grain and metals exporters. Kiev can still use Danube River for water transport towards Europe. PortSEurope observations are that the cargo traffic in Danube’s Austrian section has intensified in the past two weeks. According to the European Commissioner for Agriculture, Janos Wojciechowski, special routes through Poland will help Ukrainian agricultural products gain access to the ports of the Baltic Sea. However, not all European ports will be able to accept the corresponding volumes of Ukrainian grain. The issue of sending Ukrainian agricultural products through the Black Sea port of Constanta is being discussed with Romania. In the past two days, Russian missiles again hit again areas close to the Black Sea ports of Odessa and Mykolaiv/Nikolaev. Artillery shelling against the Azov Sea port of Mariupol has continued for a month and a half. Azov’s port of Berdyansk is occupied by the Russian forces.
