Jan de Nul to construct maritime infrastructure of Anaklia Port

Anaklia, Georgia (Ports Europe) August 6, 2024 – Belgian company Jan de Nul won the tender for the construction of the maritime infrastructure of Georgia’s Black Sea Anaklia Deep Sea Port, Levan Davitashvili, Minister of Economy and Sustainable Development and First Deputy Prime Minister, said on August 1, according to local media. Anaklia: ADC lost, China and Russia won, Georgia misses golden opportunity "We have completed the selection process for the port construction company,” Davitashvili said. “Jan De Nul has the world's largest dedicated fleet for port construction, including both dredging and breakwater installation”. He added: “This is the core, universal maritime infrastructure that will be useful in different configurations as the port develops. We will work with the company on the contract during August. It will take several weeks before we see active construction work in the Anaklia area in September". The cooperation with Jan De Nul would enable the port to handle the first container ships in 2029, according to Davitashvili. Ports Europe has an extensive archive on the developments related to Anaklia deep sea port The long-running legal saga about Georgia’s first Black Sea deep-water port project in Anaklia between the government and Anaklia Development Consortium (ADC) was decided in July by the International Court of Arbitration of the International Chamber of Commerce (ICC) in favour of Tbilisi. China In the meantime, the Anaklia project was given to China. A consortium of majority state-owned China Communication and Construction Company (CCCC) Ltd., one of the largest construction companies in the world, and its subsidiary China Harbour has been given the project to build Georgia’s first deep-water port in Anaklia on the Black Sea. It was the sole bidder. China Road and Bridge Corporation and Qingdao Port International will serve as subcontractors for the port’s construction. This was exactly the plan of Russia, which did not want U.S. or European companies building and controlling the port. Interestingly, since May, when China’s state-owned companies were given the Anaklia project, they haven’t made any moves or announcements... The Anaklia port saw years of political wrangling and controversies. These included the elimination of the U.S.-based Conti International from the project in 2020. The increasing pro-Russian government in Tbilisi also discouraged European Union companies from entering the project. Moscow hated the idea of a deep-sea port 500 km from its largest port (and Black Sea navy base) in Novorossiysk controlled by a U.S. or European company. Being currently a vassal state to China, following the Western sanctions for its ongoing invasion of Ukraine in February 2022, Russia has no choice but to accept China’s control of the Anaklia project. Update: Russian Navy base next door to Georgia’s future Anaklia port ADC position ADC and its investors were disappointed in the ruling from the International Court of Arbitration of the International Chamber of Commerce (ICC) in Paris, ADC said in a statement. Despite its many promises, the government still has not delivered on a port at Anaklia – 4.5 years after the announcement of the supposed re-tender, there is still no project. Anaklia port sinks into the distant future Background ADC is a consortium which consists of TBC Holding Anaklia from Georgia, Van Oord PPP International of the Netherlands, British Wondernet Express working in Central Asia, G-Star from Bulgaria and Conti International from the U.S. In July 2020, ADC filed a request for arbitration before the ICC, seeking to recover the value of their investment and rights in the Anaklia Deep Water Port Project following the Georgian government’s January 2020 termination of the investment agreement which granted ADC the right to develop the Anaklia Port Project. That termination followed a sustained politically-driven campaign to undermine ADC and its investors and to thwart ADC’s efforts to develop the project in accordance with the investment agreement.
