Port of Civitavecchia and Adriatic backbone included in the legislative proposal of the EU Commission on the trans-European transport network

The Minister of Sustainable Infrastructures and Mobility, Enrico Giovannini, expresses great satisfaction for the inclusion of the port of Civitavecchia and the Adriatic ridge between Ancona and Foggia, both road and rail, in the legislative proposal for the TEN-T network - December 14, 2021 In particular, inclusion in the 'Core' network is proposed for the port of Civitavecchia, while for the Adriatic backbone, a new intermediate level is envisaged for the so-called 'Extended Core' network. This result allows a significant enhancement of the territories. "The publication of the legislative proposal relating to the EU Regulation on guidelines and the revision of the TEN-T network drawn up by the European Commission following consultations and bilateral meetings with the Member States is an important recognition for Italy and for Ministry of Sustainable Infrastructures and Mobility (MIMS) which has led the negotiations with great commitment", Minister Giovannini declared, "in constant connection with our Permanent Representation in Brussels and with the entire Government. It will allow the country to access funding from the Connecting Europe Facility, dedicated to strengthening European transport networks and nodes for the benefit of the movement of people and goods. We hope that the approval process will confirm the Commission's proposal on geographical maps that will make it possible to connect the Center and the South of the country to the rest of Europe. The European Commissioner for Transport, Adina Valean, underlined the objectives of economic and employment growth connected to the proposal and expressed appreciation for the work of the Italian government which has allocated significant budgetary resources aimed at the same objectives. Also the inclusion of 4 additional freight terminals of Fernetti, Santo Stefano di Magra, Segrate and Agognate, in the Core network represent a particularly important result as well as the acceptance of the "specialization" proposals of the railway lines, dedicated to traffic passengers and goods, and the inclusion of the Mestre bypass in the “Core” road network. Six new ports (Capri, Ischia, Ponza, Porto Empedocle, Porto Santo Stefano and Procida), three airports (Isola D'Elba, Perugia) have also been included in the 'Comprehensive' network, secondary to the Core network but still of great importance. and Rimini) and eight interports (Busto Arsizio joined to Gallarate, Faenza, Foggia Incoronata, Forli Cesena Villa Selva, Ortona, Castelguelfo, Pordenone, Portogruaro). The Commission has also proposed the expansion of the network of urban nodes, with the inclusion of a further 40 Italian urban centers with more than 100,000 inhabitants, or regional capitals with even lower demographic characteristics, to favor full territorial cohesion. The inclusion of urban centers in the network involves the annexation of the related rail-road connection sections and the adoption of Urban Sustainable Mobility Plans, aiming to address some of the challenges for urban mobility, defined by Commissioner Valean as "cleaner, greener and easier". The elements of great novelty also include the establishment of new European Transport Corridors, which will unify the Corridors of the Core (and Extended) network with the Rail Freight Corridors, the creation of a new intermediate level of the so-called "extended Core network" with an intermediate deadline of 2040 and new requirements with a high level of ambition for all modes of transport which will require a careful assessment of the temporal and financial impacts; the proposal also contains the conversion of the Motorways of the Sea into a concept of a European Maritime Area with fewer constraints on the ports involved in the routes. All this represents a significant negotiating point for our country in future discussions with the European Commission in consideration of the rationale of the legislative proposal which testifies to an important balancing of national interests carried out by the Commission together with a harmonization and homogeneity of treatment among all advanced proposals.
